LICENCE TO TRADE IN HONG KONG
Supplementing our Application sent to you yesterday for Licence for Mr. Reif, of this Firm, to trade in Hong Kong, we beg to inform you that a Licence has now been granted to him by the Secretary of State for the Home Department in the form in which a copy is enclosed herewith.
We trust the granting of this Licence will facilitate and expedite the arrangements in regard to the Application for special Licence for Hong Kong.

is probably by this time interned. This may make it in practice difficult or impossible for him to carry on but it does not, I think, alter the theoretical aspect of the case and we might, if my view is accepted, telegraph to the Governor informing him of Mr. Reif's position, stating that he has been granted a Home Office licence to trade in the United Kingdom and suggesting that if the Governor sees no objection a similar licence should be issued for him in Hong Kong under the Trading with the Enemy Order in Council.
